First of all, do NOT believe that story of the papers being destroyed...that's not possible. The state has to have records. Maybe she destroyed the adoption decree, but your information is recorded by the state. I don't know if Louisiana provides Non Identifying Information but find out the agency and ask. Here is what I found that may help you get started: Louisiana has a mutual consent registry operated by the Department of Health and Human Services for adoptees (age 25 or older), birth mothers and birth fathers if the father has legitimated or formally acknowledged the child as provided by law or has signed a voluntary abandonment and release for the child's adoption.
