I really can not help you without you finding a precise place of birth. You can not go to a Czech Republic's archive, which one, without a precise place of birth. Even if you hire a researcher, again without a place of birth where will he start. You need to find a place of birth among the US documents. Any church marriage record or baptismal record? Sometimes the godparents surnames can provide a clue as to the location. Our ancestors went to a place where they knew someone that went there before them. Any census or naturalization petition?
I only wrote how I saw the shaky handwriting and thus interpreted the surname as BUGA.
