I'm afraid I can't explain your problem. You have the correct ship list, and I just found it again. The page was the one immediately following the listings of the detainees. The note was printed on the blank left half of the affidavit page.
Of course it piques your curiosity as to who might have added this note, and why. It must have been added some time later than the original pages were prepared, but obviously before the pages were filmed. By a frustrated researcher perhaps, using the original manifest?
