Real estate records throughout America are public records. Anyone should be able to go thru' them. The name(s) of the owner(s) of this building are on those records. You just have to go to wherever they are archived.
If the owners of this building lived there they would show up on the census tracts but, the most recent census to be released for public viewing is 1930. The 1940 census won't be available till 2012.
