I searched the Irish Family History Foundation's database. It contains abt 1/2 of the surviving rcds for Co. Cork. Rcds before 1840 are sparse. By 1779, they are almost non-existant. It is more likely that the births of children were recorded than the parents, because of the rcd age.
The acid test in your case is the forename Philpot. This is a very rare surname in Ireland: only 240 instances between 1700 and 1920. As a forename it is even more rare. In any event, I found no rcds of a Philpot Graham in either Cork or in all Ireland. This implies that rcds for his siblings and parents also were either never rcd'd, or didn't survive.
