I searched the Irish Family History Foundation's database. It contains 11,500,000 surviving rcds for abt 60% of Irish counties. Rcds for Co. Cork are abt 1/2 digitized. The remaining data won't be transcribed anytime soon.

For the surname Bell in Co. Cork (north), the earliest rcd is 1799. There are NO Joseph Bell rcds in the current database at any time. The earliest listed rcds are for 1792.

When Co. Cork (south) rcds are eventually transcribed, they may be for earlier eras as this region had greater population density and contains the city of Cork. Suggest you wait until this occurs B4 renewing your search.
