A database for all Ireland is being created by the Irish Family History Foundation. Eventually it will cover all Ireland counties. IFHF is at http://brsgenealogy.com/. I traced my ancestry to Kilcommon, Tipperary, by knowing the birth year for one child born in Ireland (Catherine), the names of her parents (Martin Connors and Mary Dwyer), and the estimated year of marriage. I didn't know the County or Parish when I started.

You are lucky that you know the Parish name. You should find records for this date. The database gives you records back to about 1800 (It varies by county and parish). More may be coming, I don't know when. Search the database using the forename and surname for your emigrating ancester and focus on a range of birth dates. Whittle the "hits" down to a few possibilities by using the Parish name as a screening tool. They only charge 10 euros each to view the final set of hits.
