I searched the Irish Family History Foundation's database. It contains 11,500,000 surviving rcds for abt 60% of Irish counties. Rcds B4 1840 are sparse. Your chances for Carrick-on-suir are fair.

For Catherine Kennedy B 1820 +/- 4 yrs, Carrick-on-suir, Tipperary, I found 0 B rcds. For Tipperary (south) in general, same range, there are 6 rcds. One of these MAY be your ancestor. You may want to wait until the database is more complete.

Google the Foundation's name to lead you to the database. Register, opt to be notified as rcds are added, and browse (free).
