I searched the Irish Family History Foundation's database. It contains 11,500,000 surviving rcds for abt 60% of Irish counties. Rcds for Westmeath are in this database. But, rcds B4 1840 are sparse.

For a marriage of Patrick Duckett and Catherine Meares in 1838, I found 0 rcds. Apparently NO parish rcds for Sts. Peter & Paul survived as it is not listed in the "sources."

For a marriage of Michael & Mary Meares M 1808 +/- 4 yrs, I found NO matching rcds in Westmeath. This event was likely never rcd'd, the rcd was lost, or it took place in a different county.

Google the Foundation's name to lead you to this database. You can use it to perform your own searches using other parameters.
