I searched the Irish Family History Foundation's database. It contains 11,500,000 surviving rcds for abt 60% of Irish counties. Co. Westmeath is in it. Rcds B4 1840 are sparse.

For the surname Cullen and the 20 yr span from 1798 to 1819, I find almost no evidence of the 4 children's forenames. 14 of Co. Westmeath's 29 parishes don't have B rcds until 1820 or later. My best guess is the B events for your ancestors weren't rcd'd, or the rcds didn't survive.
