Lori,
Since you have is SSA application, I'm assuming it did not list a town of birth. That really is the key, as Peter mentioned. You'll need to try to use any clues you have since Naples could be a city or a province.
I think a book on Italian Genealogy Research will be helpful - it gives guidance on how and where to research, in addition to examples of documents and their translations. I have one by Lynn Nelson, but I understand that Trafford Cole also has a good one.
I'm not sure how else to proceed. You don't state your relationship, but is there any possibility that you might have an old letter, a passport, a picture with a name of a town in Italy? Anything to give you a start?
