Herman NAGEL m. Nettie STUHR

Does anyone know of this family? Herman gives his birthplace as England in the 1920 & 1930 US census - he was born about 1892-93. Nettie was born in New York about 1893-94. In 1930 they lived in Bergen County, New Jersey, with Nettie's parents, Edward and Dora STUHR, and her siblings Dorothy and Edward. There is a Nettie NAGEL death in the SSDI for 1981 - she was of Ho Ho Kus and her birth date was 1894. Can't find a death for Herman in the SSDI - would he have had a social security number if he wasn't naturalised? I have a feeling he may not have become an American citizen. I don't know of any children for Herman and Nettie, there weren't any with them in 1930. This Herman may be my grandfather's long-lost brother who "went to America" from London sometime between 1910-1920. Cannot find his arrival at Ellis Island either, but when this Herman registered for the draft in 1917 (pretty sure this is the same man) he was in Montana, working in a travelling show. Any hints as to what to try next in finding out about Herman and Nettie would be very welcome!
