French military records - catch 22

We have been able to identify where great-great grandfather was held as a POW - we know the ship that was hulked and roughly where it was moored. Unfortunately, to get to his French military records we need to know his regiment. Is there any hope the Brits may have kept records of which regiments were interned in various prison hulks? If so, where do I start?

Family lore says he was a Colonel under Napoleon, but I suspect he said "colonelle" which then refered not to the wife of a colonel but to a company attached to a headquarters. He certainly is not listed among Napoleon`s colonels.

Family lore also says he was a topographical engineer - and he worked as such for the C&O Canal. We know that he identified himself as a native of Toulouse which is the western terminus of the Canal du Midi - so he may never have been schooled but have learned from family or a neighbor or on the job.

All such speculation leads back to my desire to identify his regiment - if possible.
