George Gibson Penn Sr. in 1910 census

I'm trying to identify my great-grandfather, George Gibson Penn Sr., son of Lewis George Penn and Mary Gray "Mollie" Brooke, in the 1910 census. I have two about equally good candidates and want to see whether anyone else can help me narrow it down to one:

Candidate A:
George C. Penn, Franklin Co., Ohio, Columbus
-- A solider in the U.S. military barracks; transcriber for Ancestry.com gives his middle initial as "C" and his age as 24. If this is the right guy, he should be 29 and the initial should be G. Looking at the original census sheet image, I think these could be reasonable readings as well. Although my George was born in Virginia, he comes to reside in Columbus, Ohio and shows up there in the 1920 Census, married to Gertrude (Cartwright).

Candidate B:
George G. Penn, Greenbrier Co., WV, Lewisburg
-- Well, he's in the household of my George's parents, Lewis and Mary G. But he's only 4-years-old according the the Ancestry.com transcription. I'm not convinced that's the right reading, but it's a stretch to get a number close to 29 out of what appears to be a single digit on the image.

So, how to sort this out? If the Columbus, Ohio, George Penn is the one I'm looking for, then the WV one is probably a nephew. (The George G. name is popular in this family because it was the name of Mollie's father, Rev. George Gibson Brooke, who was a Confederate chaplain. And Gibson is the maiden name of Mollie's paternal grandmother, Hannah Gibson, who married Benjamin Brooke.) This is not my George's son, by the way. His son, George Gibson Penn Jr., was born about 1916 and is 4-years-old in the 1920 Census.

Alternatively, if the West Virginia George is the right one, then the Columbus one must be a coincidence or someone no more closely related than a cousin.

It would help if I knew whether George was in the military around this time, but I've never seen any record indicating he was. Of course, that doesn't mean he wasn't.

Any insights appreciated.
