It's generally thought that the Virginia/North Carolina Penn family that's tied to Chinqua-Penn has no known ties to William Penn the Quaker who founded Pennsylvania. That's not to say they aren't distantly related, but it's far back if there is a connection at it would be in Britain and not America.
I don't necessarily recognize the names you provided, but that's not really surprising. It's a big family and the people we're discussing lived a long time ago. You could easily be from a branch of the family that I'm less familiar with. Do you have any information on dates and places to go with these names? That might help me to establish whether there is any link. Also, do you happen to have a feel for your Penn relatives' ethnicity? Both the Pa. and Va./N.C. groups are British. I ran into a Dr. Penn who shared my grandfather George G. Penn's name recently, but turned out to be from a Penn family with roots in Eastern Europe (name was changed to Penn at Ellis Island).
