Boy it's a small world in that you are so closely related to the John Penn Lee (and his brother)that I know.

I show Lucy Penn Taylor (1827-1913) as a great granddaughter of John Penn the signer and don't have her exact places of birth and death, and with the following notes:
Lucy Penn Taylor (of Washington, D.C. and Westend, Louisa County, Virginia)
dod from 'Descendants of Captain James Taylor II' - a genealogy of John Penn Lee b. 1940

1870 United States Federal Census
Name: Lucy P Lee
Estimated Birth Year: abt 1827
Age in 1870: 43
Birthplace: Virginia
Home in 1870: Spencer, Powhatan, Virginia
Race: White
Gender: Female
Post Office: Jefferson

The National Society of the Daughters of the American Revolution Volume 88
Mrs. Mildred Lee Francis.
DAR ID Number: 87428
Born in Powhatan County, Va.
Descendant of Capt. Henry Lee, as follows:
1. Charles Carter Lee m. Lucy Penn Taylor.
2. Henry Lee m. 2nd Anne Hill Carter.
Henry Lee (1756-1818) was captain of Dragoons, 1776; Continental Dragoons, 1777. In 1778 he received the thanks of
Congress and a gold medal for distinguished service in the field. His battalion was designated Lee's Partisan Corps.
Also No. 53711.

I have her as a dau. of George Taylor and Catherine Randolph, then as a granddaughter of Judge John Taylor and Lucy M. Penn, and that Lucy as a dau. of John Penn the signer.

Most genealogies (including mine) have John Penn's wife as Susannah Lyme but Lyne seems to make more sense in that region, and that her father may have been a Harry (or Henry) Lyne:
Devises of Harry Lyne: (1) his daughter, Elizabeth Taylor; (2) his grandson Harry Lyne; (3)his grandson Edmund Lyne; (4) his
grandson William Penn; (5) his granddaughter, Lucy Taylor; (6) each of the daughters of my daughter, Lucy Lyne and unto the
granddaughter's daughter of her daughter , Lucy Carter; (7) Kemp Mason and Seigniora Mason, children of my stepdaughter;
(8) James Lyne, his grandson.

Also from the Judge John Taylor line is another Lucy Penn Taylor b. 1830, a granddaughter through his son Henry who m. Gen. William Carter Wickham.

A thrid Lucy Penn Taylor b. 1814 was a dau. of Dr. John Taylor Jr. and a granddaughter of Judge John Taylor. She m. Bazil Gordon Jr.

A fouth Lucy Penn Taylor shows in another Taylor line and was born around 1790.

How does this compare with what you have?
