Have you ordered your father's Social Security application.
It has his parents name and where he was born. Perhapes this might clear up your problems. His birth certificate has his parents names on it and where they were born unless he alter the document. You should be able to find his parents in the 1930's census.
During the depression men went where every they could find a job. My father traveled all over the USA working where he could find a job.
