I do not know if there were exact boundaries. Fort Pickering was established around 1800 as a military post before Memphis was settled. It was still in use during the Civil War. The location was on the 4th Chickasaw Bluff overlooking the Mississippi and it encompassed an Indian mound. The link below will take you to a 1908 map of the area:

On a current map, the location is just south of the I-55 bridge over the Mississippi around the area of DeSoto Park. As you can see, the streets are mostly different than those shown on the 1908 map.
