It has been a long time since my school days in Arlington but here is what I remember. When the United States decided to build a nations capital, land was taken from Maryland and Virginia to form Washington, D.C. It was laid out in a square but I don't remember how many square miles it covered. When the city was designed they decided they did not need the portion that was taken from Virginia and that land was returned to the Commonwealth of Virginia. That land then formed Arlington County.
