They didn't marry in Norfolk County....if they were white and had married with a Norfolk County license, they would have been abstrated in "Norfolk County Virginia Marriage Licenses 1900-1935 (white only) Volume II." The Volume of non-white marriages has not be completed yet.

If they married in Elizabeth City, you'd have to contact the Register of Deeds for Pasquotank County NC as they have not been abstracted (to my knowledge).

Other possibilities are the city of Norfolk and the city of Portsmouth. Another great marriage place was South Mills, but they don't appear in "Camden County NC (extant) Marriage Returns 1848-1919" either.
