Co you know anything about a Luther Ball who married Esther Wheeler, Dec. 26, 1826, supposedly in Accomac Co.?

He had a sister Adelia (Delia) Ball who married Thomas Russell in 1832, Northampton Co. Adelia's dau. gave "Taylor" as a middle name to one of her children. I cannot find anything re: Luther Ball.

Could you please give me the address for the court house or where I could write for vital statistics in Northampton Co. I think Eastville is the county seat but I really can't tell from the map and I can't get the phone # from the White Pages.
