They were no doubt looking for a steamer or other vessel, perhaps a fishing boat, to get to Baltimore since that was the major route there. Until the 1920s and 30s the rivers and bays of the areas were the superhighways of the region. All trade and transportation was done by water.
I'd be really interested in obatining a copy of the account you mentioned or where to look at the Archives. If they were where I think they were, they probably had to cross my great-grandfather's farm. He was in the 15th Virginia Cavalry and most likely away at the time but his family would have been sympathetic but cautious as the Yankees had pretty taken control of the area.
