I have found the same information on Thomas Worthington and it certainly appears that he may be Josiah's father. I am not saying he is, just that I see the possibility.

Josiah Worthington answered the 1880 Census in Norton Co., Kansas and listed his parents as being from (F) England (M) Virginia.

Looking at the 1850 Census for Lawrence Township, Washington Co., Ohio I find Sarah Britton in household 51. Just a few lines down the page, in household 55, is Josiah and Almira Worthington with their children William, Elisha, Lewis and Eliza.

The thing that strikes me, here, is that Sarah gives her place of birth as Virginia.

Other information reveals that this Thomas Worthington is from England.

As I said, I'm not telling you that Thomas and Sarah are Josiah's parents but it certainly looks like a strong possibility.

My tree is Josiah > Elisha > Frances Anna who married Charles Houston.
