No expert - just Googled.

This statement came from the first link below.

"At that time they had what they called the Thomason Act. It was an Act of Congress introduced by Congressman [R. Ewing] Thomason, and it authorized the government to select a thousand of the best ROTC graduates who wished to apply, to serve for a year in the Regular Army. At the end of the year it would offer regular commissions to the best 10 percent."
